Bush Administration Policy Before - IRAQ INVADES
KUWAIT
Kuwait Stealing Iraqi Oil
In 1990 Iraq accused Kuwait of stealing Iraq's oil through horizontal
drilling.
Iraq's Oil Ministry officials claimed that Kuwait was stealing 300,000
barrels of oil per day through the practice of underground horizontal
drilling into Iraq's oil fields from Kuwait. That much oil would be worth
$3 billion over a year.
Pushed in part by the possibility of conflict in the Gulf, oil prices soared
to a new 10-year-high before retreating. In addition to the oil theft
charges, Al-Thawra editor-in-chief Sami Mehdi accused Kuwait of allowing the
United States to conduct military exercises close to Iraqi borders and
providing refuge and financial help to Baghdad opponents.
Slant hole or Directional Horizontal drilling goes back to the
early days of oil fields. There were lawsuits concerning that in the 1920's
in the East Texas fields.
BUSH SENDS AMBASSADOR GLASPIE
TO MEET WITH SADDAM
On July 25, 1990, just 8 days before the
Iraqi invasion of Kuwait, the US Ambassador to Iraq, April Glaspie - in
response to a complaint from Saddam about Kuwaiti actions against Iraq -
told him:
"we have no opinion on Arab-Arab conflicts, like your border
disagreement with Kuwait. Secretary of State James Baker has
directed me to emphasize the instruction, first given to Iraq in the 1960's,
that the Kuwait issue is not associated with America." (Saddam smiles)
GLASPIE: I have a direct instruction from the President to seek better
relations with Iraq.
HUSSEIN: But how? We too have this desire. But matters are running contrary
to this desire.
HUSSEIN: The United States wants to secure the flow of oil. This
understandable and known. But it must not deploy methods which the United
States says it disapproves of -- flexing muscles and pressure.
We do not want too high prices for oil. And I remind you that in 1974 I gave
Tariq Aziz the idea for an article he wrote which criticized the policy of
keeping oil prices high.
Iraq came out of the war with Iran burdened with $40 billion debts
We began to face the policy of the drop in the price of oil.
You know that Iran agreed to the cease-fire not because the United States
had bombed one of the oil platforms after the liberation of the Fao.
Our suspicions increased after we liberated the Fao peninsula.
It was clear to us that certain parties in the United States - and I don't
say the President himself - but certain parties who had links with the
intelligence community and with the State Department -- and I don't say the
Secretary of State himself. I say that these parties did not like the
fact that we liberated our land.
Some parties began to prepare studies entitles: "Who will succeed Saddam
Hussein?" They began to contact gulf states to make them fear Iraq, to
persuade them not to give Iraq economic aid. And we have evidence of these
activities.

In April 1990, less than four months before the Iraqi invasion of Kuwait,
Saddam Hussein offered Bush I a deal to destroy his biological and chemical
WMD. Bush I agreed.
On August 2, 1990, Saddam's troops invade
and occupy Kuwait. Then the U.S. begins it's plans to oust Saddam.
The United Nations redrew the border after the 1991 Gulf war that liberated
Kuwait from a seven-month Iraqi occupation. It placed 11 oil wells, some farms and an old naval base that used
to be in Iraq on the Kuwaiti side
