Obama Being Challenged by Korea
North Korea threatened military action against
U.S. and South Korean warships plying the waters near the Koreas' disputed
maritime border, raising the specter of a naval clash just days after the
regime's underground nuclear test.
The nuclear test was estimated at less than one
kiloton and is suspected by some that it can be used as a suitcase-sized
nuclear device that can be sold to terrorists. Others dismiss the test as a
partial dud.
Pyongyang, reacting angrily to Seoul's decision to join an international
program to intercept ships suspected of aiding nuclear proliferation, called
the move tantamount to a declaration of war.
Obama vowed when he took office to extend a hand to troublesome countries
"willing to unclench your fist" but so far he has had little success with
North Korea or Iran, which have continued to advance their nuclear programs
and showed little interest in renewed dialogue.
Nuclear and missile tests of a three stage rocket were recently conducted by North Korea which is a
legal violation that warranted action by the international community.
The underground nuclear test was a major diplomatic challenge to Obama at a
time when he is facing a global economic crisis and working to curb Iran's
nuclear enrichment program, which the West fears is aimed at producing
nuclear arms but Tehran says is for energy.
The nuclear test was Pyongyang's second its first was in October 2006. It
came just two months after North Korea launched a rocket believed to be a
test of its long-range missile capability. Pyongyang said it had put a
communications satellite into space.
Pyongyang has been engaged in years of on-off negotiations with regional
powers, which have been pressing the impoverished state to give up its
nuclear ambitions in return for massive aid and an end to the country's
pariah status.
